Rospotrebnadzor Expert conclusion (EZ) - a scientifically or methodically sound report, compiled by an expert and containing actual indicators and characteristics that meet the requirements of regulatory documents established for the expert by the normative requirements for a specific object of expert research. Depending on the goals of the EZ and the regulatory documents related to its creation and examination, the document can be created as an expert commission conclusion or an expert opinion in a particular field. EZ is a mandatory document in the mandatory Russian systems of conformity assessment. And many voluntary certification systems also set this requirement. An expert opinion on product conformity is issued on the basis of a test report conducted at a certification laboratory authorized to conduct research in the required industry and accredited with the central certification system authority where the applicant has been contacted.
In this case, the expert compares the actual characteristics of safety and product quality specified in the protocol with the required standards listed in the standard on the basis of which the product was manufactured. Such standards are either specified in the regulatory documents for mandatory certification of products, or in the application of the applicant in the case of voluntary conformity assessment. In addition, the expert checks the availability of all tests in accordance with the requirements of mandatory certification or in accordance with the indicators specified in the application. The expert’s duties also include an assessment of the correctness of the execution of the methods during the actual measurements.
In the case of making positive decisions on all aspects of the tests conducted, the expert can make a positive conclusion about the safety and quality of certified products and issue an Expert conclusion on the conformity of products. It is the basis for the certificate of conformity or product declaration in the system of conformity assessment under consideration.
The expert conclusion on the conformity of products does not have a fixed form and is printed on a regular sheet of paper, usually A4 format. But the law establishes that the following information should be reflected in an EZ about product conformity:
• Product Details;
• conclusions of the analysis of the documentation (expert study) provided by the applicant for certification of products;
the results of a comparative analysis of the required safety and quality characteristics obtained during testing of product samples, with references to those test methods approved by the certification body and used in laboratory studies;
• conclusions of the analysis of documents and comparative analysis of indicators;
expert conclusion on product conformity (or non-conformity).
Form of expert conclusion of Rospotrebnadzor
The EZ form is filled in by an expert of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare after successful tests of product samples under the sanitary inspection system for the implementation of the unified sanitary requirements of the Customs Union.
