什么是SGR，何时需要签发SGR国家注册证？
What is Certificate of state registration（SGR）and when should it be issued?
海关联盟产品国家注册证书是确认产品符合海关联盟技术法规安全要求的官方文件。该文件确认产品的安全性。
Certificate of state registration（SGR） of products of the Customs Union is an official document that confirms the compliance of products with the safety requirements of the technical regulations of the Customs Union. This document confirms the safety of products.
某些化妆品需要国家注册证书（SGR）。TR CU 009/2011 附件 12 列明了此类商品的清单。
Some cosmetic products require a Certificate of State Registration（SGR）. The list of such goods is specified in Annex 12 to TR CU 009/2011.
因此，香水和化妆品产品的 SGR 国家注册证，确认此类产品已完成国家注册程序，已在相关国家部门进行注册登记服务器中登记注册，并符合 TR CU 009/2011 技术法规的要求。
Accordingly, SGR for perfume and cosmetic products confirms that such products have passed the procedure of state registration, entered in the relevant register and meet the requirements of TR CU 009/2011.
化妆品根据TR CU 009/2011法规附件12，对以下产品颁发《国家香水和化妆品注册证书》：
According to Annex 12, the State Registration Certificate for perfume and cosmetic products shall be issued for products:
用于人工晒黑的香水和化妆品；
用于美白的香水和化妆品；
纹身用化妆品；
贴身化妆品；
用于保护个人皮肤免受有害生产因素伤害的香水和化妆品；
儿童化妆品（适用于 14 岁以下儿童）；
用于化学染发、淡化和熔化头发的香水和化妆品；
用于烫发和拉直头发的香水和化妆品；
使用纳米材料制造的香水和化妆品；
用于脱毛的香水和化妆品；
去角质产品；
含氟口腔卫生产品，其氟化物的质量分数超过 0.15%（液体口腔卫生产品为 0.05%）（以氟的摩尔质量计）； 含氢的牙齿美白产品，其氟化物的质量分数超过 0.15%（液体口腔卫生产品为 0.05%）（以氟的摩尔质量计）。
含有过氧化氢或其他过氧化氢释放成分（包括过氧化碳酰胺和过氧化锌）的牙齿美白产品，过氧化氢（作为成分或释放）浓度为 0.1%-6.0%。
对于所有无需国家注册（SGR）的化妆品，必须注册EAC符合性声明。
For all cosmetic products not subject to state registration（SGR）, registration of EAC declaration of conformity is required.
